摘    要:大学是培养高级专门人才的教育和学术机构,大学存在和发展的基本依据是通过发展学术培养高级专门人才。大学内部行政管理原本就是服务于教学与科研活动的,然而,随着大学的发展而日益扩大的大学内部行政服务组织逐渐异化为大学内部的行政衙门,使大学学术权力让位于行政权力,大学官本位盛行。中国大学内部管理的异化阻碍了大学管理的有效实施,影响了大学的发展。因此大学内部行政组织要树立服务理念,建设服务体系,回归服务本位,这是解决中国大学内部管理问题的关键。

On the Shift from a Management-oriented Internal Administration Model to a Teaching.oriented One in Universities

Abstract:The university is the educational and academic institution that trains qualified special talents, and nothing else can justify the existence of a university. The purpose of university internal administration is to provide service as a guarantee for normal teaching and research work. However, there are signs to show that university internal administration has been transformed into a bureaucratic organ of power rather than a service rendering organization. Consequently, academic power is abdicated in administrative power, and university management is turned to powerful officials. In this situation, productive relations are obstructing productive force in universities in China. This paper holds that the key to the eventual solution to the problem is for the management to establish positive conceptions and operative systems of service and restore its normal function in the university.
