保护水(资源)的技术标准发展浅议

从传统工程水利向资源水利、生态水利的转变过程中,我国现行水资源保护标准体系明显缺位。根据水功能区监督管理、水生态系统保护、生态友好型水利工程、水利科学快速发展形成的保护水的技术标准需求,提出在当前完善保护水资源的技术标准体系工作中要注重标准制定的前瞻性,加强科学试验验证,切实提高技术标准的科技水平,开展调查研究,协调好水资源保护标准的统一性与特殊性的问题。

Development of technical standards for water resources protection

It is obvious that the main body system of water resources protection is absent currently during the transformation process from conventional water management to resource-oriented or ecology-oriented management. Considering the water conservation demand of technical standards including supervision and management of water function zoning, water ecosystem protection, ecological-friendly project construction and advanced by fast development of water science, it is recommended that more attention shall be paid in the future when standard of water resources protection is formulated, including strengthen scientific experiments, enhance scientific contents of technical standards and conduct investigation and studies, and take full consideration to both similarity and specialty of water resource protection standards.
