摘    要:边远地区和农村无人值班变电所的调度自动化建设存在着成本高, 通信质量不能保证, 易受运行方式变化影响等缺点。针对这种情况, 开发了一种基于 SMS (短消息服务) 通讯的新型变电站测控装置, 该装置使用 GSM的短消息服务, 在主站端和测控装置端开发了符合 SMS协议的通讯接口, 将变电站 (所) 测控系统中的" 四遥" 功能通过GSM的通讯网络实现, 使得通讯建设成本大大降低, 通信质量提高, 能全天候适应变电站的测控工作。装置还具有多种通讯规约, 可以直接与变电站自动化系统接口, 兼容传统方式下的测控要求。开发了对短消息内容的解释处理程序, 可以将数据写入 SCADA数据库, 满足调度自动化系统的数据接口要求。通过现场的运行情况证明,该装置实现了降低通讯成本, 提高通讯质量的目的。

Abstract:In non-attended substations located in remote or rural areas, the construction of dispatching automation is costly and liable to be affected by the changing operational modes without reliable communication manners. A new type of substation measuring and control device based on SMS (short message) communication has been developed in order to supplement the blank. Using the GSM service, the communication interface that accords with SMS protocol has been developed on the master station and the device side respectively. And the functions of substation measuring and control system can be realized by GSM; so the cost of communication has been greatly reduced and the communication quality has been significantly improved. The device is able to successfully work in all weather conditions. Several communication protocols were embedded in the device; so it is compatible with the requirements of traditional substation measuring and control and can directly interface with the substation automation system. A program aiming to process short messages was developed, which can write data to SCADA database and satisfactorily meets the requirement to interface with the dispatching automation system. Practice proves that the device realized the expectations of reducing the communication cost and improving the communication quality.
