刍议水利建设基金的征收与管理——以辽宁省为例

水利建设基金征收年限截止时间为2010年年底,到期后是延期执行还是停止征收,将对我国水利事业发展产生重大影响。以辽宁省为例,归纳、分析了水利建设基金征收与管理的概况、发挥的效益和存在的问题,提出了延期征收水利建设基金,规范纳入水利建设基金的水利行政事业性收费的预算管理,积极发展县域经济及规范成品油税费改革转移支付等建议。
