| Abstract: | From three big core development resources of the innovation and creativity ndustrial base in the north shore of the Huangpu River, the article analyzes its development mentality, mainly including such aspects as cultivating and conforming internal and external superiority, developing the commerce industry and the leisure ndustry, strengthening the infrastructure environment and the innovation foundation environment, reassigning university and the enterprises participating in the base development, protecting history construction, enhancing accessibility of the exterior transportation etc |
