钻前工程设计造价预警机制的建立与实践——以中国石油西南油气田公司为例

摘    要:为优化、简化钻前工程设计,降低和控制钻前投资成本,在钻前工程初步设计阶段便引入造价预警机制,由此创新了设计管理制度。所采用的方法是:通过对历史数据进行数理统计、分析,分"区块"采用加权平均法制订造价预警指标,并利用离散系数对预警指标进行验算和修正;使用预警指标对单井设计采取ABC分类管理法进行分级式差异化管理。预警制度的实施使钻前工程初步设计过程受到造价预警指标的制约和控制,实现技术和经济管理的良性互动与有机结合、一体化融入设计。其特点是实现可量化干预、着重事前事中管理和实施重点项目重点管理的机制。实施结果是钻前工程设计优化率提高、设计工程量降低、投资成本减少,实际实施经济效果明显。

Abstract:With the purpose of optimizing and simplifying the pre drilling design and reducing and controlling the pre drilling cost, construction cost early warning system is introduced into the preliminary design, thus an innovated design management system is set up. This paper introduces the adopted methods in detail: First, mathematical statistics is used to analyze the historic data; Second, the weighted average method is adopted to work out the construction cost early warning indexes, which are further calculated and modified by the dispersion coefficient; Third, the ABC classification management method is employed in a single well design by use of the early warning indexes to carry out the differential management by levels. The performing of early warning system helps the initial design stage in pre drilling be restricted and controlled by the early warning indexes, in this way, rational combination and positive interaction will be achieved between technical and economic management so as to reach a proper pre drilling engineering design as a whole. With this innovated design system, many points can be easily achieved such as the quantitative interference, the pre and in accidental control, and major projects implementation, etc. Field practices show that with the help of this innovated pre drilling design, the optimization ration is enhanced, the design labor is reduced, the investment is lowered down, and the economic benefit is obviously obtained.
