发展军民共用输油管道促进成品油管道建设

长期以来由于诸多原因，我国成品油管道建设进展缓慢。为此，本文以兰州－成都成品油管道为题目，借鉴发达国家的经验并根据我国的具体情况提出加速发展我国成品油管道的对策：结合国防战略布局和地区经济发展统筹规划我国的成品油管道网；发挥军队和地方两方面的优势，军民共建共管有关成品油管道；争取国家的政策支持与有关地方政府的支持；灵活进行资金筹措，深化体制改革等。并且比较了兰一成成品油管道方案与原油进川新建炼厂方案的优缺点，提出了近期建成品油管道，远期建原油管道和炼厂的设想。

Development of Military-Civil Common Oil Pipeline Can Promote Construction of Oil Products Lines

Over a long period of time, our construction of oil products lines has developed slowly due to various causes. Therefore, tubing Lanzhou-Chengdu oil products pipeline as a subject and experience in developed countries for reference, the paper proposes some measures to speed up our development in oil products lines: planning our oil products pipeline networks considering both of national defence and economic requirement; giving play to advantages of army and civilian, and making joint efforts to build the pipelines; striving to get the favourable policy from the state and support from the local government; raising. funds flexibly and deepening the system reform. Also, the paper comperes the schemes of Lan-Cheng oil products line project and the crude line to Sichuan project, and conceives building the products line in coming one or two years, constructing the crude line and refinery as a long range plan.
