| 摘 要： | 基于洪水和干旱并存,水资源短缺的情况,洪水的资源化已经成为一项重要的事业。在现代治水理念从过去单一控制洪水向全面管理洪水转变的基础上,提出洪水资源化。分析了洪水资源化的实现途径,兴建、完善基础工程,跨流域调水,利用湿地蓄存洪水,靠洪水补充地下水资源等等,同时分析了各途径的特点。

| Abstract: | Under the condition of arid and flood coexistence and the water resources shortage,the flood resources utilization has became more and more important.The conception of the water control has changed from the flood control into the integrated management of flood and the article focuses on the flood resources utilization.The ways of the flood resources utilization,such as building and strengthening basic projects,transbasin water diversion,using the wetland to retain flood,recharging ground water with flood and so on and the characteristics of these ways have been analyzed. |
