摘    要:针对水功能区达标计算存在按个数计算达标率和按河长计算达标率的问题,以及最严格水资源管理制度考核办法明确规定按河长达标率评价,文章以丹东2012年功能区达标率为例,对比分析得功能区个数达标率明显低于河长达标率。利用帕累托图,分析得河长达到95%水功能区个数是38个,占总功能区个数的84BF].BFQ]4%,说明水功能区河长达标率大于个数达标率的原因;同时分析得排污控制区和库下渔业用水区2类功能区占到未达标功能区个数的75%,应重点治理排污控制区和库下渔业用水区。利用帕累托图原则,利用有限资源保护最重要的功能区,以期实现水功能区2030年规划目标。

Abstract:The standard - reaching rate of water function area can be calculated by either the river number or the river length. The standard - reaching rate of water function area of 2012 in Dandong calculated by river number was significantly lower than that calculated by river length. The results analyzed with Pareto diagram show that the number of water function area is 38, accounting for 84.4% of the total number with 95% river length. This is the reason why the river number standard - reaching rate was significantly lower than that reaching rate. It was also found that pollution discharge control and fishery water area 75% function areas that do not reach the standard water. of the river length standard - down the reservoirs constitute
