试论新型农村合作医疗中的国家责任

农村合作医疗制度作为农村医疗保障制度的主要形式,国家在其推广过程中担负着重要的责任。本文从农村合作医疗的公共性,城乡卫生体制的不公平、卫生投入的效率要求以及农村卫生保障制度需求等四个方面分析了国家在农村合作医疗中应该承担的责任。认为国家在新型合作医疗中应承担资金投入,实行卫生扶贫,完善农村医疗保障制度,立法以及加强管理等责任。

Discussion on the State Responsibility in the Collaborative Medical System in Rural Areas

In the process of carrying out the Collaborative Medical System in Rural Areas, the State shoulders the main responsibility. The author in this paper discusses the responsibility of the state from the four aspects: the publicity in the Collaborative Medical System in rural areas; the unfair sanitation system between the rural and urban areas; the efficiency of the investment in the sanitation and the guarantee of the medical security system in rural areas. In the author's opinion, the state has the responsibility to invest in the system, to improve the medical security of the rural areas, to offer the help to those who are in poverty by way of carrying out the medical security system and to legislate and reinforce the management function.
