水资源供需平衡分析在沈阳区域的应用探讨

面对我国水资源危机的现实问题，进行有效的水资源平衡分析，找出平衡缺口是解决我国水问题的关键。通过对基于三次平衡原理的供需平衡的必要性和合理性分析，奠定了本次分析的理论基础。通过对典型区域供需水预测计算结果的分析．客观评价了区域面临的严峻水资源形势，在此基础上分别进行了基于现状供水能力、当地水资源承载能力、外调水的一、二、三次平衡分析，为进一步进行三次平衡下的水资源合理配置和探讨相应的节水政策提供了科学基础平台。

Application of studies on balance of water supply and demand in Shenyang region

Facing the problem of water crisis in China, it is necessary to take effective measure of balance of water supply and demand, and find a solution, which is the key to solve water problems in China. Through analysis of necessity and rationality of water supply and demand balance based on third balance law, it lays a theoretical base for the study. According to the result of calculation of water supply and demand in the typical areas and analysing the first, second and third balance of bearing capacity of local water resources and external water diversion, a scientific basic platform is provided for the rational allocation of water and discussion on relevant policies of water conservation under third balance.
