On the economically comparison analysis of the over standard charge and the instance pollution charge

From the aspect of economics,the paper analyzes the reasons for the transmission of the pollution charge from the over standard charge to the instant one,illustrates the differences between the two ways from some aspects,emphasizes on the discussion of the wrong judgment of the government under the situation of the information variation,points out some disadvantages of the over standard charge,and gives brief comments on the two charge system in order to enhance the urban environment to be more scientific.
