全面提升监管能力实现长江水资源保护的新跨越

回顾了“十一五”期间长江流域水资源保护行政管理、水质监测和水资源保护科研取得的成绩；分析了新时期长江水资源保护面临的机遇与挑战，结合长江水资源保护新的要求和任务，提出了“十二五”时期长江流域水资源保护工作思路与工作重点，强调要做好以下工作：强化监管措施，保障饮用水水源安全；健全水功能区考评和入河排污口监管体系，严守纳污红线；改善流域层面配套法规，健全水资源保护管理机制；推进信息化建设和新技术应用，提高现代化管理水平；继续强化科技创新能力建设，提升技术支撑能力；优化监测站网，建立与最严格水资源管理制度相适应的监测体系；以重点区域试点为基础，积极推进水资源保护工程体系建设。
