Its preliminary theoretical framework is to regard "sustaining a healthy life of the Yellow River" as the final target of Yellow River control and the four major indicators of reflecting its final target are "no break of the embankment, no dry-up of the river course, no exceeding of water quality standard and no heightening of the riverbed" The four indicators should be realized through nine ways, and "three Yellow Rivers" approach is the basic mean that can ensure the way of management both scientific and effective.
