摘    要:本文根据Brad Andrews的《8 Stepsto Develop and Use Information Technology Performance Measures Effectively》一文编译而成。对IT企业如何对项目进行量化管理进行了深入的讨论,提出了项目管理中建设目标和商业目标的的双目标管理概念,在此基础上介绍了一种"平衡积分卡"的量化管理模式,并细化出利用平衡积分卡进行项目管理的八个有效步骤。

Abstract:Performance-based management links investment planning with the systematic use of select feedback to manage projects and processes.Projects cannot be managed unless they are measured.The "eight steps" constitute a measurement process that includes translating business strategies into actions at the operational level;selecting projects that have the greatest value;developing measurement mechanisms;measuring,analyzing and communicating the results;and finding ways to improve performance.The eight steps provide a logical sequence of tasks that can be integrated with existing management practices.
