我国工程质量监督管理制度的体制性缺失与对策性思考

我国目前的工程质量监督管理体制是在计划经济体制的基础上建立起来的，在市场经济条件下，已不能适应市场变化的需要。本文从分析我国工程质量监督管理制度的体制性缺失人手，借鉴国外先进的经验，结合我国的实际情况，对改革完善工程质量监督管理体制提出了一些针对性对策。

System Imperfection and Countermeasures of China's Management System Engineering Quality Supervision

The management system of engineering quantity supervision in China was established on the planned economy system and cannot meet the demand of the changing market under the conditions of market economy. Therefore it is necessary to establish a new management system. The imperfection of the management system in our country engineering quantity supervision is analyzed in the paper and countermeasures are forwarded base on advanced management experience of construction engineering quantity supervision abroad and actual circumstance in China.
