Abstract:The fluctuation and randomness of renewable energy output affect the real-time balance of power grids. Due to the high proportion of renewable energy in the Northwest China power grid and the unbalanced distribution of balancing resources in time and space, it is difficult to achieve real-time balance in provincial markets. Therefore, this paper designs the real-time balancing electricity market in Northwest China, so as to give full play to the real-time balancing ability among provinces in Northwest China meet the needs of real-time balance in power grids with high proportion of renewable energy. Firstly, the necessity of establishing a real-time balancing market among provinces in Northwest China is analyzed based on the construction of electricity markets at home and abroad and the current situation of Northwest China real-time balance electricity market. Then, the market operation idea of bilateral bidding is explained; the market bidding and clearing model based on the flow-based market coupling method is proposed; and the market operation process is designed. Finally, this paper discusses the coordinated operation between the cross-provincial real-time balancing market in Northwest China and other markets, and illustrates the role of the cross-provincial real-time balancing market in Northwest China through simulation examples.
