区域水网建设思路探讨

区域水网是国家骨干水网的延伸，是助力国家水网水资源宏观调配、系统解决区域性水安全保障问题的载体和抓手。当前，区域水网的规划理念、建设原则、技术要求等尚处于探索阶段。结合新时期水安全保障要求，从优化水网空间布局、提升水源工程体系韧性、预留高质量发展弹性空间、统筹各层级水网建设、挖掘水网综合利用效益、提高水网数字化及智能化水平等方面，提出了区域水网的建设思路，并以江西省为例进行了水网规划实例研究。研究成果可为新时期区域水网的规划建设提供参考。

Thinking on the construction of regional water network

Regional water network is an extension of national major water network，serving as a carrier and grasper to improve the macro allocation of water resources in the national water network and systematic solution of regional water security issues. Currently，the planning concept，construction principles，and technical requirements of regional water network are still in the exploratory stage. Based on the requirements for water safety assurance in the new era，a construction approach for regional water network is proposed from optimizing the spatial layout of water network，enhancing the resilience of water source engineering systems，reserving high-quality development flexibility space，coordinating the construction of water network at all levels，exploring the comprehensive utilization efficiency of water network，and improving the digitalization and intelligence level of water network. A case study of water network planning in Jiangxi province is also conducted. The research results can provide reference for the planning and construction of regional water network in the new era.
