石油央企建设国家战略科技力量的路径探讨

科技自主创新能力是综合国力的核心组成部分，强化国家战略科技力量，是加快实现科技自立自强、推动建设世界科技强国的关键途径。围绕近年国家层面关于国家战略科技力量的相关论述和要求，在剖析国家战略科技力量内涵、明确企业在建设国家科技力量中定位的基础上，提出石油央企建设国家科技力量的路径方向：一是从承接国家重大战略科技任务和示范工程、牵头建立技术创新联合体、建设企业国家重点实验室、融入国家区域创新高地建设四个方面，对接国家战略科技力量建设总体部署，承担战略科技使命；二是从加强科技战略规划、完善科技研发体系、打造战略科技人才队伍、构建科技创新组织管理模式、培育科技创新文化五个方面，构建企业内部科技创新体系，提高战略科技能力。

Discuss Path to National Strategic Scientific and Technological Strength Constructed by State-owned Petroleum Enterprises

The independent ability of scientific and technological innovation is the key integral part of a nation’s comprehensive national power. To intensify the national strategic scientific and technological strength is a key path to accelerate scientific and technological independence and self-reliance and build the world’s scientific and technological power. Focusing on the related presentation and requirements released by the State about the national strategic scientific and technological strength, this paper analyses the connotations of the national strategic scientific and technological strength, identifies how the enterprises position in construction of the national scientific and technological strength, and puts forward the path and direction for the State-owned petroleum enterprises to construct the national scientific and technological strength. First of all, they should carry out the general plan for the national strategic scientific and technological strength and share the strategic scientific and technological missions in four areas -- engaging in the nation’s important strategic scientific and technological tasks and demonstration projects, taking the lead for establishment of the technological innovation union, constructing their own national key laboratories and involving themselves into construction of the nation’s regional innovation highland. Secondly, they should establish the corporate internal scientific and technological innovation system and improve their strategic scientific and technological ability in the following five areas -- enhancing their scientific and technological strategic plan, perfecting the scientific and technological R&D system,cultivating the strategic scientific and technological talents, establishing the organizational management model for scientific and technological innovation, and fostering the scientific and technological innovation culture.
