加快汉江上游水电开发模式探讨

摘    要:汉江上游是陕西省境内的主要河流之一,干流是支流的水能资源较丰富,是陕西省重要的水电能源基地,该河段规划和前期设计工作基础较好,除已建电站外,部分电站完成了初步设计。但开发建设进程缓慢。在“西部大开发”形势,为了加快开发汉江上游流域水电及综合资源,建议借鉴国内外流域开发的成功经验和政策措施,实行流域,电航联合,梯级滚动开发等模式,以已建电站为依托,以水电开发为龙头,联合航运部门和地方政府,综合开发汉江上游的水力,航运,旅游等资源,为陕西经济发展做出贡献。

Abstract:The Upper Hanjing, a major river with abundant hydropower potential in its mainstream and tributaries, is an important power production base in Shaanxi. In addition to the existing ones, the river planning and preliminary design of some hydropower projects have been completed. However, the development speed lags behind. In the drive of West China Development, in order to speed up development of the river's hydropower and other resources, it is recommended, by drawing on the foreign experience and policies, to adopt the modes of combining power and navigation, and "rolling and stream-line" cascade development. By relying on the existing power stations and giving priority to hydropower development, the local government and navigation sector should be in alliance to tapping the comprehensive resources of hydro energy, navigation, tourism etc, in order to contribute to Shaanxi's economic development.
