Planners must develop greater skills in three-dimensional design in order to fulfill responsibilities placed on them by urban renewal. Design should be a major instrument for carrying out comprehensive plan objectives. Community understanding of planning issues in terms of design is necessary. The planners must develop refined techniques for working with consultant architects, and with developers and the architects they employ.
