| 摘 要： | 人防工程可行性研究中 ,有软科学和硬科学两类问题。对于硬科学类的指标 ,由于它的目标函数较好用数学式表述 ,评估中比较容易掌握。而软科学类指标 ,由于它的目标函数难以用为数学式表达 ,因此评估中较难掌握。本文采用模糊层次法的原理和方法 ,并结合斐德尔法采集专家意见 ,处理可行性研究中评价的量化问题 ,使得综合评价的结论更趋明确 ,为决策者提供科学依据

| Abstract: | In feasibility study there are two kinds of problems, that is, the problems of soft science and those of hard science. It is easy to express the target function by mathematical formula in evaluation for the indexes of hard science. As for the indexes of soft science it is difficult to express the target function by mathematical formula. The quantitative evaluation in feasibility study can be performed by fuzzy principles and methods in combination with expert opinions collected by Fedel method, then, the conclusion of comprehensive evaluation could be more clear and serve as scientific basis for decision making. |
