| 摘 要： | 政府作为一种特殊资源,对于西部经济发展具有重要作用,政府职能发挥成为西部经济社会发展的必要条件。本文从市场失灵、和谐发展、民族团结和可持续发展等四个方面对西部经济发展中的政府职能进行了社会需求分析。
