| 摘 要： | 从提高人们素质问题谈到了城市规划的任务就是为精神文明建设提供开展活动的舞台。对于煤矿城镇，无论从现实需要、保持长远昌盛及发展城镇中心作用看，均有必要将精神文明建设的思想、指导原则贯穿于规划全过程。由于煤矿城镇的地位、作用、规模悬殊甚远，所以规划时体现精神文明建设的要求内容、起步点和着重点也应区别对待，最后提出了要在规划中体现并在管理上落实，必须树立改革、经营和务实三个观点。

| Abstract: | It is narrated that quality of mankind would be raised, then talked that the mission of city planning is to sever strengthen spiritural civilization. Looking by the developing requirement in the near future, the process of coal town planning run throngh strengthen the spiritural civilization. Because there is a world of difference of the scope, position and affect within distinct coal towns. The contents of the strengthen spiritural civilization are dealt with each case when working the planning. At last, three views are given. |
