资源枯竭型城市可持续发展评价指标体系模型初探

对于一般性城市可持续发展的指标体系,国内外已经作过一些深入的探讨,但对于资源枯竭型城市这一特殊系统,研究相对较少.本文在考察资源枯竭型城市发展特点和面临困境的基础上,提出了中国资源枯竭型城市可持续发展面临的双重约束.在此基础上,给出了一个包括经济、社会、资源和环境四大系统的资源枯竭型城市可持续发展指标体系模型,并探讨了几种评价方法,以此评价资源枯竭型城市可持续发展实施的效果.

INDEX SYSTEM MODEL OF ESTIMATION ON THE SUSTAINABLE DEVELOPMENT OF RESOURCES-EXHAUSTED CITIES

The index system of sustainable development on the general cities has already been discussed deeply, but few studies have been done on the resources-exhausted cities. On the basis of investigating the characteristics and difficulties of resources-exhausted cities, the double restricts on the sustainable development of these cities in China are put forward in this paper. Based on that, an index system model of sustainable development including economy, society, resource and environment is offered in this paper, several estimating methods are discussed to estimate the implement result of the sustainable development of resources-exhausted cities as well.
