西部省区应急通信保障组织体系探讨

针对我国西部省区地形复杂,政治军事地位重要的地域特点,分析了西部6省区应急通信保障工作中存在的保障体系建设、经费、人员和装备等方面不够完善的问题,建立了省、市、县和乡应急通信4级应急通信保障层级结构以及政府、企业一体化的应急通信组织体系架构,提出了一套适应于西部省区的应急通信响应机制,供西部各省、市、自治区开展应急通信保障工作时参考。

Discussion about Emergency Communication Security System of the Western Provinces in China

Because of the regional characteristics of complex terrain and the important position of political and military in western provinces,problems exist：incomplete security system construction,lack of funds,personnel,equipment and so on in the six western provinces.To solve these problems,a four-level emergency communication security level structure of the provincial,city,county,and township is established,an emergency communications organization system between the government and enterprises is also built.The emergency response mechanism applied to the western provinces is put forward.They could be the reference of emergency communication security work for the western provinces,municipalities and autonomous regions.
