长江河道采砂管理机制问题探讨

长江河道采砂秩序总体处于可控状态，但非法采砂仍时有发生，局部江段甚至有所反弹，原因主要有江砂产权不明晰、市场刚性需求、配套法规滞后和管理责任不落实等。为实现科学、有序管理，必须积极探索治本之策，研究建立采砂长效管理机制。

Mechanism system for sand mining in Yangtze River courses

Although sand mining activities in Yangtze River Courses are under control, some illegal extractions are still existed, and in some fiver sections the violent cases are growing back. The reasons include： the property fight of river sand are unclear; rigid demand in the market and implementing regulations are not in position; no definition of management responsibilities. It is suggested to study long-term management system for solving the problem from the root course so as to regulate sand mining activities effectively.
