| 摘 要： | 大型水利枢纽电站承担着防洪、灌溉、航运等社会公益性任务,同时又兼具发电功能,社会效益大而企业的经济效益小,长期以来税赋重、公益性支出无补偿、上网电价低、还本付息压力大,难以持续发展.建议通过合理核定上网电价等措施使水电企业在一个公平的市场环境下得以发展.

| Abstract: | Large hydropower complexes shoulder the tasks of social benefits such as flood control, irrigation, navigation and also electricity generation. Since hydropower complexes generate more social benefits and low profits, encounter heavy taxes, have no compensation of social benefits and low electricity tariff sold to power grid, great pressure of repayment of loans and interests, it is hard for the sustainable development of these hydropower complexes. It is suggested to define a reasonable electricity tariff to the power grid so as to create a fair market environment for hydropower enterprises. |
