广东省城市总体规划中文化遗产保护规划的模块化思考

总体规划作为城市规划体系中重要的一环，其任务之一就是保护历史文化资源，延续城市历史文脉，为保护文化遗产提供法律依据。在广东省的城市总体规划编制、审批和实践过程中发现，各城市总体规划中文化遗产保护专题编制深度不一，提出的保护内容和有关措施也存在巨大差异，操作性不强，规划得不到具体落实。此外，作为城市总体规划补充部分的历史文化名城和文物等各类保护规划编制工作相对滞后，导致我省文化遗产保护往往在出现问题后才提出补救措施，使文化遗产保护工作产生被动局面。因此，通过把城市总体规划中文化遗产保护规划专题模块化，为我省城市总体规划中文化遗产保护编制工作者提供思路；也希望城市总体规划中文化遗产保护规划得到落实，为文化遗产保护提供法律依据。

Modular Thinking of Cultural Heritage Protection Plan for Guangdong Comprehensive Planning

As an important part of urban planning system, one of the tasks of comprehensive planning is to protect the historical and cultural resources, continuing the urban historical context, providing the legal basis for the protection of cultural heritage. During the process of planning, approval and practice for urban master planning in Guangdong, it is found that the establishments of cultural heritage protection clauses are quite different among cities. There are wide differences of protection substances, poor operability, and non-protectable programs. There is a lag of supplement compiling for historic cities and cultural relics, remedial measures are only presented after appearances of problems, which put the cultural heritage protection into passiveness. Therefore, according to the modular thinking of cultural heritage protection plan for comprehensive planning, the author hopes to provide some ideas for the urban planners who are doing cultural heritage protection compiling projects in Guangdong. Meanwhile, it is also hoped that the workable cultural heritage protection plan for comprehensive planning can provide the legal basis for the whole project.
