摘    要:针对岩滩水电站扩建工程尾水隧洞工程洞室长度长、洞径大、边墙高、地质条件复杂以及岩石容易掉块、塌方等给安全施工带来很大困难等特点,认真贯彻落实“安全第一,预防为主,综合治理”指导方针,从安全技术方案的审查交底、施工人员的安全教育、重大危险源的辨识与管理、爆破作业的控制、高空交叉作业的协调管理、安全度汛的预防等方面进行施工安全生产的控制与实施,使用科学、合理的安全监督与控制手段,加强安全生产的监督与管理力度,实现了安全生产的各项管理目标。

Abstract:The tailrace tunnel of Yantan hydropower station extension project has long distance, large diameter, high sidewall, complex geological conditions, easily collapsed rockmass, which cause great difficulties to the construction safety. However, the management targets of safe production were achieved through scientific and reasonable safety supervision and control methods from the aspects of review of safety technology scheme, safety education of construction workers, identification and management of major hazards, control of blasting operations, coordination management of crossed high-altitude operations and prevention of floods etc. based on the guideline of“Safety the first and prevention the priority”.
