采用BOT模式建设垃圾焚烧发电项目风险研究

垃圾焚烧发电厂作为城市改善环境卫生状况的基础设施，目前大多采用BOT模式建设，目的是为更好推进基础建设市场化的进程及控制垃圾发电项目各项风险，通过列举风险清单来研究垃圾焚烧发电厂采用BOT模式的风险，得出采用BOT模式对垃圾发电项目控制风险的利弊，并结合某城市案例分析研究，得出今后城市垃圾焚烧发电厂等基础设施建设采用BOT模式应当做好风险管理，使政府和投资者做到项目的风险可以控制，带来更好的社会和经济效益。

Construction Risk Study of Waste-to-Energy Power Project Based on BOT Mode

The waste-to-energy power plants, as environment improvement infrastructure of city, are mostly con- structed based on BOT mode so as to promote the infrastructure construction market and control the risks of waste-to-energy projects. To study the advantages and disadvantages of BOT mode in constructions of waste-to-en- ergy projects by listing the risks, so as to keep the project risks under the control of Government and Investors and to produce better social and economic benefits.
