国内大型水电EPC项目招投标管理研究

提升EPC招投标管理水平有助于推动EPC模式在大型水电项目中的推广应用,以消除DBB模式的管理弊端,提高水电项目管理绩效。本文以国内首个大型水电EPC项目为例,通过对其招投标管理体系、招投标文件、合同条款及设计采购施工管理等情况进行评价,揭示大型水电EPC项目招投标管理现状,指出EPC招投标管理重点在于建立完善的招投标管理体系、充分的前期分析、合理编制招投标文件以及明确项目风险划分和责权分配。研究结果可为大型水电项目推广应用EPC模式提供参考。

Study on Bidding Management of Large-scale Hydropower EPC Projects in China

Enhancing EPC bidding management will help give impetus to the promotion and application of the EPC model in large-scale hydropower projects,in order to eliminate the management disadvantages of DBB model and improve the management performance of hydropower projects.Taking the first domestic large-scale hydropower EPC project as an example,this article evaluates its bidding management system,bidding documents,contract terms,and design,procurement,and construction management to reveal the current status of large-scale hydropower EPC project bidding management.Points out that the focus of EPC bidding management is establishing a perfect bidding management system,sufficient preliminary investigations,composing equitable bidding documents,and clarifying project risk division and responsibilities and rights allocation.The research results can provide reference for the promotion and application of the EPC model for large-scale hydropower projects.
