论湖南自治运动的起因、意义与失败原因

湖南因其政治、思想、文化的影响，不仅是当时地方自治的首倡省，也是率先制定和通过省宪的第一省。湖南自治实践具有不容低估的积极意义，特别是，《湖南省宪法》成为我国破天荒出现的第一部被使用的省宪。但因南北政府对湖南的争夺，湖南地方军阀将自治作为排除异己、巩固割据统治的工具等原因，湖南自治最终归于失败。

Causes,Significance and Failure of Hunan Autonomy Movement

Influenced by its politics, thoughts and culture, Hunan was not only the province that first adveocated autonomy in the early 1920s ,but also the first province that established and passed the first provincial constitution. The practice of Hunan autonomy has positive significance that should not be underrated, especially Hunan Provincial Constitution was the first used provincial constituion that had never happened in Chinese history before. However, because Hunan was the object of contest between the South and the North government and Hunan warload used autonomy as a means of excluding the dissidents and solidifying the rein of the separatist regime by force of arms, Hunan autonomy movement finally went to failure.
