| 摘 要： | 水利工程在国民经济和社会发展中的重要作用日渐突出.目前,水利建设管理中还存在一定的矛盾和问题,极大影响了水利工程的经济效益和社会效益.为了促进我国水利建设事业的发展,必须加强水利工程建设过程管理和水管单位的经营管理,理顺工程管理体制,形成良性运营管理机制.
