电网安全评价的指标体系与方法

摘    要:提出了一套较完整的电网安全评价指标体系,包括电网的安全供电能力、静态电压安全性、拓扑结构脆弱性、暂态安全性、风险指标5大类。该指标体系能够科学、全面地反映电网的安全水平,为电网安全应急技术措施的制定提供量化依据。改进了传统安全评价指标和方法,提出了系统N-K故障后失元件个数、最大供电区域指标、基于效用理论的过负荷、低电压、电压崩溃、功角失稳风险指标。该指标系统能够方便地对电网安全进行计算和分析,为电网的规划改造和安全生产运行提供了实用的辅助工具。最后以某电网为例,说明了所提指标体系的合理性和软件的实用性。

Abstract:A relatively complete power grid security assessment index system, which includes five categories, i.e., its secure power supply ability, the security of its static voltage, the vulnerability of its topological structure, the transient security and risk indices, is proposed. The proposed index system can reflect security level of power grid reasonably and overall to offer quantificational basis for drafting emergency measures for power grid security. Traditional assessment indices and methods for power grid security are improved; the indices, such as the number of lost grid components after the N-K contingency, the index of maximum power supply regions, the utility theory based risk indices of overload, low voltage, voltage collapse and angle instability are given. As a practicable auxiliary tool for the planning, renovation and secure operation of power grid, power grid security can be calculated and analyzed conveniently by the proposed index system. Finally, taking a certain power grid for example, the reasonableness and practicability of the proposed index system are verified.
