| 摘 要： | 论述了我国公路基础设施国有资产特性与管理要求,分析了公路国有资产管理存在的主要问题及原因.针对我国公路建设正处大量资金投入的现状,提出了＂十一五＂期间,设立国家高速公路国有资产管理处、建立完善的法律法规体系和规范中央与地方权责划分等,以加强公路国有资产管理的建议.

| Abstract: | The characteristics and management requests of the state-owned assets of highway in our country are discussed.The key problems and reasons that exist in the state-owned assets management of highway are analyzed.Considering the present condition that the construction of our country highway needs a large quantity of funds,some suggestions that enhance the state-owned property management of highway during the period of "11.5" are put forward,such as setting up the state-owned assets administrative office in the national superhighway,establishing the system of perfect laws and regulations,and standardizing the norm of the authority and responsibility division between central and local place. |
