摘    要:简要介绍了8.14美加大停电事故,分析了该事故对我国电网安全稳定运行的借鉴意义。提出了安全稳定对策,分析了动态无功功率补偿对提高稳定性的作用,介绍了基于PMU的新一代电网动态监测和控制系统及以PMU系统为基础的阻尼控制、暂态稳定控制、电压稳定控制和频率稳定控制,进一步构成全国范围的协调防御系统。

Abstract:This paper introduces August 14th blackout in the United States and Canada, its reference for Chinese Power System is indicated. Important Propose has been presented in this paper about how to increase the stability and security of Chinese Power System. Dynamic reactive power compensation like STATCOM/SVC is the key point to increase voltage stability. PMU based stability and security system is described, which is the basis for a nation wide anti - blackout safety operation system.
