非常规油气资源勘探开发政策思考

依据新一轮全国油气资源评价成果，对我国煤层气、油页岩、油砂等非常规油气资源的潜力、勘探开发现状、面临的主要问题及促进发展的政策建议等进行了系统分析，明确提出非常规油气资源是常规油气资源的重要补充。其中，煤层气资源量与常规天然气相当，有效开发利用会对常规天然气形成重要补充；油页岩不仅可以对常规石油形成补充和替代，而且通过综合勘探开发利用，还可以创造更大的价值；油砂资源有一定潜力，可作为常规石油资源的补充。当前，面对国际金融危机和低油价的影响，应当加大对非常规油气资源勘探开发利用的投入，加强基础地质工作，作好资源和技术储备，严格监督管理，出台有关优惠政策，为促进我国能源多样化、积极改善能源结构、增强能源供给、缓解进口石油的压力而努力。

SPECULATION ON CHINESE POLICIES OF EXPLORING AND DEVELOPING UNCONVENTIONAL HYDROCARBON RESOURCES

In light of the newest results of national hydrocarbon resources assessment,this paper analyzed completely on the exploration and development status,resource potential,current issues,and the related policies about coal-bed methane,oil shale and oil sand resources,and put forward that unconventional hydrocarbon resources has become the essential supplementary of conventional energy. The coal-bed methane resource is equivalent to natural gas reserves in China,and so how to explore and utilize the coal-bed methane has become an urgent need for energy; oil shale will be tapped to its highest value and used as the substitute or the supplement for oil; and oil sand resources has certain potential for the supplement of oil. At present,due to the global financial crisis and lowering oil price,it is the time for us to invest more on the exploration and development of unconventional hydrocarbon resources and to take more positive measures including a. basic geological works to be done with prepared resource reserves and available techniques; b. strict supervision to be performed and preferential policies to be unveiled; c. energy structure to be adjusted with diversified energy supply for the rapid development of Chinese economy.
