| 摘 要： | 运用洛伦兹曲线客观分析江苏南北经济发展差异,根据增长极理论提出,江苏经济整体上要强化扩散效应,应考虑均衡发展,而对苏北地区应强化极化效应,应考虑重点发展.江苏高等教育同样存在南北布局失衡问题,发展差距甚至超过全国东西部差距,为此建议在坚持教育优先发展原则的基础上,考虑发挥高等教育先导功能,积极扶持苏北高校发展研究生教育,加快创办高水平综合性大学.
