黄河下游引黄灌溉发展的战略转变及方向

本文对黄河下游现行的几种引黄灌溉模式进行了系统、全面的科学总结，首次提出了以当地水资源的合理开发利用为标准，将引黄灌溉模式概括为补源灌溉和非补源灌溉两大类，并对引黄补源灌溉的概念做了新的界定。这一新概念的提出，为今后黄河下游引黄灌溉的战略转变澄清了思想和理论上的障碍。明确提出黄河下游黄灌溉战略转变的方向是大力发展引黄补源灌溉，全面阐述了实行这种战略转变的客观必然性。

Direction and Strategic Change of Irrigation Development in the Lower Reaches by Drawing Water from the Yellow River

Based on the scientific and comprehensive summing-up of irrigation models by drawing water fromthe Yellow River currently applied in the lower Yellow River, the irrigation model is for the first timesummarized as two major types, water source compensation irrigation and non-compensation irrigation,taking the reasonable development and application of local water source as standard, and the concept ofwater source compensation irrigation is defined in a new way in the paper. This new concept clears up thetheoretical and ideological misunderstanding for the strategic change of irrigation through drawing waterfrom the Yellow River in the lower reaches. It is clearly pointed out that the direction of strategic changeof the irrigation through drawing water from the Yellow River in the lower Yellow River is developing water source compensation irrigation in a large scale, and also the objective necessity for realizing thisstrategic change is demonstrated.
