治黄方略研究的新进展

黄土高原的淤地坝建设虽已有久远的历史，但作为一种完整水土保持思想的坝系农业却是很新的事，其理论还仅仅处于形成的最初期。坝系农业的关键在于均衡坝系的实现，而这又要依赖于流域综合治理开展。应该说，以流域综合治理与开发为中心的更完整水土保持体系的建立方是真正的治黄之本。
