| 摘 要： | 每一所大学都可能在一定的范围内，按照一定的参照系建成高水平大学。高水平大学首先要有高水平的学科和师资，大学的高水平、综合性有利于大学向研究型发展。当前，我国建设高水平综合性大学的关键在于制度。
