| 摘 要： | 针对干旱区内陆河流域经济社会发展与水生态和环境保护之间的矛盾，提出了“治河之术，治水之学，治域之理，人水和谐之道”的治水思想，并揭示了它们之间的辩证关系。它是实现水资源可持续利用目标的重要思想基础。

| Abstract: | A thought of water harness with water control measures, theories and technologies and harmonized coexistence of people and water is presented, concerning the contradiction between economic and social development of inland river basins in dry areas with ecosystem and water environment protection. The dialectical relationship between them is demonstrated. The thought is regarded as the fundamental for the realization of sustainable development of water resources. |
