风景区的社区公众参与模式研究

为了避免风景区建设对区内社区居民生活的不良影响,社区参与为当地居民在风景区建设过程中实现自身价值与体现自身利益提供了良好途径,以实现生态环境保护,社区发展与社会发展共赢,维护社会公平,达到风景区的可持续发展。通过对温州三垟湿地公园保护与建设、武汉木兰山风景区刘家山清凉寨景区规划过程、九宫山国家风景名胜区入口景区规划中公众参与过程的不同模式的记述与解析,阐述了将“维系当地居民生活”责任的内涵用于实际的过程,这个过程让当地居民参与风景区服务,使其直接从风景区的建设与保护中受益。

Research on the Public Participation Models of Scenic Area Community

Scenic area development affects the lives of the host community. These effects are provided by external-forces. It is not social justice and not the way to sustainable development. The participation in scenic area development is a good way for local people to realize their own value and reflect their own interests so that the visitors and environment can benefit altogether. From the record analysis of the public participation process during the Sanyang Wetland Park protection planning in Wenzhou and Qingliangzhai in Wuhan, it had been expounded that the local people take part in the services in scenic area to get income and the scenic area development guarantees the public establishment to improve local people's living conditions. The participation process includes development assessment, scenic area planning, scenic area management and income sharing.
