高等教育层次结构必须适应经济社会发展和受教育者的多样化的需要。随着社会经济结构的变迁及高等教育大众化，进一步调整和优化我国高等教育的层次结构十分必要。积极发展专科层次的高等职业教育，努力提高本科层次的教育质量，适度控制研究生教育发展速度，是当前我国高等教育层次结构调整面临的主要任务。
