论大型水电开发与生态环境的协调发展

水电开发与生态环境保护形成了人和自然之间在"物质变换"过程中的一对矛盾.这个矛盾的存在也是人类生存、进化及文明过程中不可避免的"自然的必然性",按马克思主义哲学观点,特别是根据唯物辩证的自然观与历史观的有机统一,以及矛盾普遍性和特殊性的原理,这个"必然性"是可互为转化的.两者间不断地转化,推动了水电开发与生态环境协调发展不断地由低级向高级提升,使人类在认识世界和改造世界过程中、在人与自然的不断平衡中获得新生.以辩证唯物主义观点论述大型水电工程开发与生态环境保护的关系,并以三峡工程建设与生态环境保护协调发展为实践经验,提出了实现水电工程开发与生态环境协调发展的主要措施.

On coordinated development of large-scale hydropower development and ecologic environment

Hydropower development and ecological environment protection form a pair of contradictions between human beings and nature in the process of material transformation.The existence of these contradictions is the necessity of the nature in the process of human beings' existence,evolution and civilization,and this necessity is transformable from the Marxist philosophical viewpoint,especially in accordance with the principle of the organic unity of dialectical materialist viewpoint of nature and historical viewpoint and the principle of contradiction's university and particularity.The mutual transformation of this pair of contradictions can push the coordinated development of hydropower development and ecologic environment protection to rise from a lower level to a higher level and can cause human beings to achieve a new life in understanding and transforming the world and in the continual balance between human beings and nature.This paper expounds the relations between large-scale hydropower development and ecologic environment protection from the dialectural materialist viewpoint and puts forward some main measures to realize the coordinated development of hydropower development and ecologic environment according to the practical experience in the coordinated development of the Three Gorges project construction and related ecologic environment protection.
