| 摘 要： | 《中华人民共和国突发事件应对法》已于2007年11月1日施行,如何有效应对突发水公共安全事件,是摆在水利工作者面前的一项重要课题。近年来,安徽省按照防汛抗旱"两个转变"的新思路,认真实践应急管理各项新举措,应急管理能力和水平不断增强。根据安徽省应对水公共安全事件的实际,认为存在防汛抗旱体制与政府应急体制的关系界定还不够清晰,防汛抗旱责任制落实处理应对问题,需要不断完善和提高。
