Improvement on DSM project evaluation model under market environment

In order to set up a long term DSM mechanism,it is needed to design a perfect DSM project evaluation model and comprehensively consider elements which affect DSM project evaluation index.According to traditional DSM project cost-effective analysis model,the paper adds market penetration,free ride,market overflow to set up new evaluation model algorithm,and uses an example to emulate the effect of the two DSM project evaluation models.So it further verifies the feasibility and effectiveness of the new evaluation model which will provide important dicision accordance for governments to make DSM policies.
