| 摘 要： | 水利网络通信建设是实现水利现代化必要的基础设施，对于保障防汛抗旱指挥调度、预警与应急抢险通讯以及水资源管理、水环境保护、水文、水土保持等各项事业，起着十分重要的作用。长江委网络通信建设经过近30年的发展，达到了能基本满足、有效保障的规模和格局，取得了显著的成效。针对新时期网络通信建设的特点，在分析现阶段存在问题及其对策的基础上，提出了加强专业管理规范化与标准化、推进业务、网络与终端等层面上的“三网融合”、发展无线通信以提高网络通信机动性和可靠性等发展策略。
