摘    要:煤炭领域是发展低碳经济的重点领域,根据煤炭产业发展低碳经济的要求,本文重点引入碳减排技术指标和减量化、再利用、资源化指标,构建了煤炭产业低碳业绩评价指标体系。基于云模型的客观性、科学性和具体性,采用云模型评价法对黑龙江省煤炭产业低碳业绩进行了综合评价,最终评判值为0.3889,倾向于"差"。对评价结果进行分析,显示制约黑龙江省煤炭产业发展低碳经济的主要因素为:煤炭资源开采利用不合理,资源浪费严重;产品结构单一,煤炭转化水平和综合利用率过低;煤炭资源开发、综合利用技术落后,影响后续发展;低碳经济发展资金投入困难等等。评价结果为政府制定和实施煤炭产业发展低碳经济政策提供了依据。

Abstract:Coal sector is critical for China to realize the target of emission reduction, and the key sector to develop low-carbon economy. According to the requirement for coal industry to develop low-carbon economy, firstly the low-carbon performance evaluation indicator system of coal industry was established, and then cloud model evaluation method in cloud theory was used to make comprehensive low-carbon performance evaluation on low-carbon economic development performance of coal industry in Heilongjiang Province. Further, the evaluation results, i.e. values of weighted deviation degrees for low-carbon performance indicators, were input into evaluation cloud generator, which activated two objects, poor and average, while the extent to activate poor cloud object was greater than that to activate average object. The corresponding statement was that it was somewhere between poor and average and tended to be poor, or the final evaluation on low-carbon performance indicators was poor. Finally, based on the evaluation results the main factors were identified influencing and restricting low-carbon economic development of coal industry in Heilongjiang Province, which are unreasonable coal resource mining and utilization, serious resource waste, single product structure, low coal conversion level and comprehensive utilization rate, outdated coal resource development and comprehensive utilization technology impacting the development in the future, and difficulty in financing low-carbon economic development. This paper will provide theoretical evidence and reference for government to make and implement the policies to develop low-carbon economy.
